temporarily. Another is that an insufficient watch has been kept upon persons arriving from Canton and Macao by steamer.

I attach the greatest importance to constant

and systematic enquiry by the detectives in charge of sections

concerning the inhabitants in their sections and to a vigilant

watch upon arrivals by steamer from Canton and lacao. To enable

these duties to be uninterruptedly performed it is necessary that an addition should be made to the Detective Staff of 2 European

Constables, 2 Chinese Sergeants and 15 Chinese Constables. The

European Constables can be transferred from the men doing regular

duty. The only extra expense is 8384 per annum for their allow-

-ances as detectives. The increase in salaries for the additional

Chinese Police amounts to $4,020 per annum plus $120 per annum

for house allowances to the 2 Sergeants and I have to ask your

authority by telegraph to engage the extra men and to incur this

year the additional expense entailed.
